With the limited funding available to it, and no land ownership, the Partnership needs to act as a facilitator rather than be an actual provider of new development. The implementation of the strategy involves a number of targets set by the Partnership Board.
The Partnership will drive a series of studies to ensure that the regeneration process is much better informed.
We will analyse the experience of other towns to ensure the process in Helensburgh is optimal.
A series of Development Briefs and Masterplans will be produced to encourage and assist the process of regeneration in Helensburgh.
Where the area of the town covered is relatively large and in a large number of ownerships, a Development Brief will be prepared. Specific areas to be covered by these are the Town Centre/Waterfront and the Town Centre East.
The Briefs will be guidance documents to promote the areas concerned and to help applicants through the planning process. Much of the Partnership’s activity in these areas will be to promote and encourage existing building/landowners to consider redevelopment.
Key sites in the town such as the Pier Head will merit more detailed, site specific Masterplans. These will identify the range, mix and density of actual uses that could be accommodated on the site. If the land is in Council ownership, then the Partnership’s role could extend to finding Development Partner(s) and structuring a Development Agreement incorporating financial terms.
Prior to completing these briefs and site specific Masterplans, a number of property market studies have been or are being commissioned to assess the potential of Helensburgh to accommodate additional capacity in a number of sectors. These sectors include Business, Retail, Leisure/Recreation, Hotels and Residential.
Other supporting studies in the programme address cross-cutting priorities such as traffic management and improvements to public realm.
